The government is facing serious challenges related to the increasing problem of violence against children. To overcome this problem, the government has taken active steps and various efforts have been made so that the issue of child violence can be addressed holistically. One of them is the existence of a Child Friendly City policy especially for protection clusters. Therefore, this research aims to analyze the interests and influence of stakeholders in implementing the Child Friendly City policy in the study of the Special Protection Cluster in Bandar Lampung City. The method used is a quantitative approach with descriptive statistics. Data analysis was carried out through stages according to Reed et al. (2009). The research results show that the stakeholders included in the key player category consist of the Bandar Lampung City Women's Empowerment and Child Protection Service (PPPA Service), the Bandar Lampung City Social Service, the Bandar Lampung City High Court, and the Bandar Lampung City High Prosecutor's Office. Stakeholders in the subject category consist of the Regional Children's Forum (FAD). Stakeholders in the context setter category are the Bandar Lampung City Regional Police, the Bandar Lampung City Law and Human Rights Regional Office, and the Bandar Lampung City Manpower and Transmigration Service. and stakeholders included in the crowd category are the Bandar Lampung City Education and Culture Office, the Bandar Lampung City Health Service. Collaborative implementation is very necessary to ensure equal distribution of benefits and responsibilities fairly to all stakeholders.
This paper presents a timely and relevant analysis of stakeholder involvement in the implementation of the Child Friendly City (KLA) policy in Bandar Lampung, specifically focusing on the special protection cluster. Addressing the critical issue of child violence, the research aims to map the interests and influence of various stakeholders. The use of a quantitative approach with descriptive statistics, guided by the established framework of Reed et al. (2009), indicates a structured methodology for identifying and categorizing these actors. The abstract clearly articulates the research objective and provides a concise summary of the key findings, making its contribution to understanding policy implementation dynamics evident. A significant strength of this study lies in its focused approach on a specific policy cluster and geographic location, allowing for a detailed examination of local implementation challenges. The identification and categorization of stakeholders into 'key players' (e.g., PPPA Service, Social Service, High Court), 'subjects' (Regional Children's Forum), 'context setters' (Regional Police, Law & Human Rights Office), and 'crowd' (Education and Culture Office, Health Service) provide valuable insights into the existing power dynamics and levels of engagement. This granular understanding is crucial for practitioners and policymakers in Bandar Lampung. Furthermore, the emphasis on the necessity of collaborative implementation for equitable benefit and responsibility distribution underscores a practical and actionable recommendation stemming directly from the research findings. While the study offers valuable insights, a few areas could enhance its impact. The abstract mentions analyzing "interests and influence" but primarily reports on the categorization based on influence. A more explicit discussion of *how* stakeholder interests were identified and analyzed, alongside their influence, would provide a more complete picture of the policy landscape. Additionally, while the Reed et al. (2009) framework is appropriate, further methodological detail on the specific instruments or indicators used to quantify influence and categorize stakeholders would strengthen the research's rigor. Finally, elaborating on the practical mechanisms for fostering "collaborative implementation," especially across stakeholders with varying levels of influence and potentially divergent interests, would significantly enrich the policy implications of this otherwise important work.
