Abstract

El presente artículo tiene como objetivo analizar la convergencia del régimen de género en los arreglos políticos e institucionales en el proceso de las políticas derivadas de la Alerta de Violencia de Género contra las Mujeres (AVGM) en los municipios indígenas de Oaxaca y Campeche que cuentan con una declaratoria de alerta. La investigación, de carácter cualitativo y con un diseño etnográfico, incluye la revisión documental y la realización de entrevistas semiestructuradas a servidores y servidoras públicas de distintos niveles de gobierno, académicas, y representantes de organizaciones de la sociedad civil. El análisis se llevó a cabo mediante el método de marcos interpretativos de las políticas públicas, enfocándose en las narrativas y significados atribuidos al problema estudiado. Las reflexiones se desarrollan con base en los enfoques teóricos del régimen de políticas públicas y el régimen de género en las políticas. A partir de este marco conceptual, se identifica que los procesos están imbricados en discursos, prácticas y relaciones que perpetúan el régimen de género, lo cual limita significativamente la atención efectiva al problema público de la violencia de género contra las mujeres indígenas.

The research employs a robust qualitative and ethnographic design, which is well-suited for an in-depth exploration of such nuanced social and political phenomena. The methodology includes a comprehensive documentary review and semi-structured interviews with a diverse range of stakeholders, including public servants across various government levels, academics, and representatives from civil society organizations. This multi-vocal approach promises a rich dataset. Analytically, the study utilizes interpretative policy frameworks, focusing on the narratives and meanings attributed to the problem, which, combined with theoretical approaches rooted in public policy regimes and gender regimes in policies, provides a strong conceptual lens for dissecting the complex interplay of power, discourse, and practice. The core finding reveals that policy processes are deeply embedded in discourses, practices, and relationships that inherently perpetuate the existing gender regime. This perpetuation, as the abstract highlights, significantly limits the effective attention given to the public problem of gender violence against indigenous women. This conclusion is particularly impactful as it moves beyond simply identifying policy gaps to exposing the underlying structural and cultural mechanisms that undermine even well-intentioned interventions. The article thus contributes significantly to understanding the systemic barriers to achieving gender equality and effective violence prevention in indigenous contexts, offering critical reflections for policymakers and gender advocates alike.
