Introduction

РЕАЛИЗАЦИЯ РЕГИОНАЛЬНОЙ МИГРАЦИОННОЙ ПОЛИТИКИ В КОНТЕКСТЕ ВОСПРОИЗВОДСТВА НАСЕЛЕНИЯ (НА МАТЕРИАЛАХ УРАЛЬСКОГО ФЕДЕРАЛЬНОГО ОКРУГА). Изучается реализация региональной миграционной политики в УрФО и ее влияние на воспроизводство населения. Разработан механизм управления миграционными процессами для повышения эффективности демографической политики.

Abstract

Миграционные процессы населения оказывают существенное влияние на эффективность реализации демографической политики, которая в настоящее время направлена на воспроизводство населения в условиях демографического старения, чем и обусловлена актуальность настоящего исследования, целью которого является формирование современного механизма управления миграционными процессами в Уральском федеральном округе (УрФО). Совокупность миграционных потоков при влиянии сопутствующих социальных факторов (уровень адаптации мигрантов, образование, здоровье, вовлеченность в процессы социокультурной интеграции) существенно воздействует на демографические процессы. Достаточно сложно оценить уровень непосредственного (изолированного) влияния миграции на демографические показатели территории, но через экспертную оценку возможно сформировать общий механизм управления демографическими процессами в контексте миграционной политики. В статье структурированы отдельные нормативные акты, оказывающие непосредственное воздействие на миграционные процессы, проанализированы некоторые показатели, с помощью которых принято оценивать миграционные потоки. В итоге автором разработан современный механизм реализации миграционной политики УрФО в условиях необходимости целенаправленного воздействия управления на процесс воспроизводства населения и сформулирован вывод о важности разработки единого, комплексного подхода в управлении миграционными потоками, что должно существенно повысить результативность не только миграционной, но и в целом демографической политики.
