Abstract

This research aims to examine the partnership pattern between the Surabaya City Government and the community in waste management in Jambangan. This research uses descriptive qualitative methods by collecting data through observation, interviews and documentation. In this research, several informants from the Jambangan Recycling Center (PDU) Coordinator and informants from the Environmental Service were used. The analysis of the partnership research between the Surabaya City Government and the community in waste management in Jambangan uses Nana Rukmana's Partnership theory (2006) with 3 principles, namely: (1) equality; (2) organizational openness; and (3) principle of mutual benefit. The research results show that the Jambangan PDU as a waste management facility has an important role in reducing waste generation at the Benowo Final Disposal Site (TPA). In the waste management process, waste sorting and processing is carried out in collaboration between PDU officers, community organizers and various related stakeholders. The results of this process have succeeded in reducing waste deposits to landfill by 50% to 60% every month, saving waste transportation costs, and extending the life of the landfill. Waste management at PDU Jambangan involves maggot larvae and a Rooftop Solar Power Plant (PLTSA) to make the process more sustainable and efficient. This partnership pattern provides mutual benefits in efforts to overcome waste problems and protect the environment.

Review

This research, titled "Pola Kemitraan Pemerintah Kota Surabaya dan Masyarakat Dalam Pengelolaan Sampah di Jambangan Kota Surabaya," addresses a critically relevant issue concerning urban waste management through the lens of local government-community partnerships. The study's aim to examine this partnership pattern in Jambangan, Surabaya, is well-defined. Employing a descriptive qualitative methodology, the authors gather data through observation, interviews with key informants from the Jambangan Recycling Center (PDU) and the Environmental Service, and documentation, ensuring a robust triangulation of data sources. The theoretical underpinning, utilizing Nana Rukmana's Partnership theory (2006) with its principles of equality, organizational openness, and mutual benefit, provides a strong analytical framework for understanding the dynamics of this collaborative effort. The findings presented in the abstract highlight a highly successful and impactful partnership. The Jambangan PDU is shown to play a vital role in significantly reducing waste generation at the Benowo Final Disposal Site, with reported reductions of 50% to 60% in landfill deposits monthly. This directly translates into substantial savings in waste transportation costs and, critically, extends the operational life of the landfill. The research effectively demonstrates how a collaborative process involving PDU officers, community organizers, and various stakeholders has driven these outcomes. Furthermore, the integration of innovative and sustainable practices, such as the use of maggot larvae for organic waste processing and a Rooftop Solar Power Plant (PLTSA), positions this initiative as a forward-thinking model for efficient and environmentally conscious waste management. Overall, this research offers valuable insights into the practical application of partnership theories in addressing complex urban environmental challenges. It presents a compelling case study of a mutually beneficial collaboration between local government and community that not only mitigates waste problems but also promotes environmental protection. While the abstract strongly emphasizes positive outcomes, a full review would ideally delve deeper into the specific mechanisms through which Nana Rukmana's three partnership principles were operationalized, sustained, and perhaps even challenged within the Jambangan context. This would further enhance the transferability and theoretical contributions of this otherwise exemplary local initiative.
