El presente documento examina el marco normativo que establece el congreso del estado de Chiapas para la elaboración de los Planes Municipales de Desarrollo (PMD) para el periodo 2018-2021 que los Ayuntamientos tienen que presentar una vez que asumen su cargo. Para explorar el marco normativo que sustenta la formulación de los planes municipales recurrimos a la planeación como marco teórico. A fin de señalar la observancia de la norma y con el propósito de identificar el cumplimiento de los ayuntamientos a las disposiciones normativas que se emiten en el estado de Chiapas, se recurrió la metodología y técnica documental lo que permitió el análisis de contenido de las leyes y lineamientos referentes al tema, así como de cada uno de los 21 planes de municipales de desarrollo localizados y disponibles. Entre los resultados más relevantes destaca que, de los 121 planes municipales de desarrollo revisados y evaluados por la Comisión de Planeación para el Desarrollo del Congreso del Estado de Chiapas, aprobaron 27 sin observaciones y 94 aprobados con observaciones; de la legislación analizada se observa que no existe una homologación en cuanto al nombre que deben de llevar los planes, ya que se maneja de manera indistinta la posición de las palabras municipal y desarrollo.
This paper presents a timely and relevant analysis of the Municipal Development Plans (PMD) for the 2018-2021 period in Chiapas, Mexico. Focusing on the regulatory framework established by the state congress, the authors meticulously examine the normativity governing the elaboration and submission of these crucial planning instruments by local governments. Utilizing planning as its theoretical lens and employing a rigorous documentary methodology, the study undertakes a content analysis of pertinent laws and guidelines, alongside an in-depth review of actual PMDs. This approach allows the research to effectively bridge the gap between legislative intent and practical application, offering valuable insights into the complexities of subnational planning and compliance. The findings illuminate significant challenges within the Chiapas planning landscape. Most notably, the research reveals that out of 121 PMDs reviewed by the State Congress's Planning Commission, a substantial majority (94) were approved with observations, while only 27 passed without immediate remarks. This high percentage of observed plans underscores a widespread issue of non-compliance or partial adherence to established norms. Furthermore, the study identifies a seemingly minor but indicative inconsistency in legal language regarding plan nomenclature, where "municipal" and "development" are interchangeably positioned. While seemingly trivial, this points to a potential lack of precision or harmonization in the legislative framework itself, which could contribute to ambiguity at the implementation level. The paper makes a valuable contribution by shedding light on the practical enforcement of local planning regulations in a specific regional context. Its strength lies in its empirical grounding, analyzing both the legislative foundation and the actual outputs (the PMDs). However, the abstract introduces a minor ambiguity: it mentions "21 plans...localized and available" for analysis, but later refers to "121 plans...reviewed and evaluated by the Commission." Clarifying whether the authors analyzed all 121 or a subset of 21 and how this subset was selected would enhance methodological transparency. Despite this, the study successfully highlights critical areas for improvement in municipal planning and legislative consistency within Chiapas, making it a valuable resource for policymakers, local authorities, and researchers interested in regional development and public administration.
