Abstract

Penguatan jiwa wirausaha masyarakat merupakan kunci dalam menciptakan pertumbuhan ekonomi yang inklusif, mengurangi pengangguran, dan mendorong inovasi di tingkat lokal. Pemerintah memiliki peran vital dalam membangun ekosistem yang mendorong semangat dan kapasitas kewirausahaan, terutama melalui kebijakan publik dan program-program pemberdayaan. Penelitian ini bertujuan untuk mengkaji secara sistematis kontribusi pemerintah dalam membentuk jiwa wirausaha masyarakat dengan menggunakan pendekatan Systematic Literature Review (SLR) berbasis metode PRISMA. Data dikumpulkan dari empat basis data ilmiah yaitu Google Scholar, ScienceDirect, Scopus, dan DOAJ, dengan batasan artikel ilmiah tahun 2022 hingga 2024. Dari total 312 artikel yang diidentifikasi, 25 artikel dipilih berdasarkan kriteria inklusi yang relevan. Hasil kajian menunjukkan bahwa pemerintah berperan dalam empat aspek utama: kebijakan pro-kewirausahaan, pendidikan dan pelatihan, akses permodalan dan inkubasi, serta digitalisasi UMKM. Studi ini menyimpulkan bahwa efektivitas peran pemerintah sangat dipengaruhi oleh pendekatan partisipatif, dukungan lintas sektor, serta penyesuaian kebijakan dengan konteks lokal. Kajian ini diharapkan dapat menjadi acuan dalam pengembangan strategi pembangunan kewirausahaan masyarakat secara berkelanjutan
