Abstract

Review

This study, titled "Pengaruh PAD, Belanja Modal dan IPM Terhadap Pertumbuhan Ekonomi Kabupaten/Kota Di Sumatera Barat," addresses a highly relevant topic concerning regional economic development. It empirically investigates the impact of critical local fiscal and human capital indicators—namely Local Own-Source Revenue (PAD), capital expenditure, and the Human Development Index (HDI)—on economic growth, proxied by Gross Regional Domestic Product (GRDP), across 19 regencies and cities in West Sumatra. The focus on specific regional factors and their contribution to economic performance makes this research particularly valuable for understanding sub-national development dynamics in an Indonesian context. The methodological approach employed is sound and appropriate for the research question. Utilizing a quantitative framework with panel data spanning from 2011 to 2023, the study benefits from a robust dataset that captures both temporal and cross-sectional variations. The selection of a fixed-effect model, justified by the Chow and Hausman tests, demonstrates a careful consideration of potential unobserved heterogeneity among the regions, thereby enhancing the reliability of the findings. The core results indicate that PAD, capital expenditure, and IPM all exert a positive and significant influence on regional economic growth, providing clear empirical evidence for their roles in fostering economic expansion within the West Sumatra context. The findings of this research offer significant practical implications for local policymakers. The identified positive and significant relationships underscore the importance of strengthening local revenue generation efforts, prioritizing productive capital investments, and continuously improving human capital through education and health initiatives to stimulate economic growth. While the abstract does not delve into specific policy recommendations beyond the general statement, the clear linkages established provide a strong empirical basis for strategic planning. This study serves as a valuable input for local governments in formulating effective and sustainable development policies for the region.
