Abstract

Community participation plays an important role in the development of sustainable tourism. In the concept of good governance, there are 9 principles of good governance indicators, one of which is community participation. This study aims to analyze and describe community participation in the efforts of Tenggarejo Village, Tanggunggunung District, Tulungagung Regency to realize Tenggar Cave as an educational tourism object. The method used in this research is a qualitative method with a descriptive approach. Data collection was carried out using interviews, document studies and observation methods. In-depth interviews were conducted with the Head of Tenggarejo Village, Secretary of Tenggarejo Village and Chairperson of the Tenggarejo Village POKDARWIS. The results showed that community participation in the development of Tenggar Cave as a tourist attraction was carried out in the form of: a) Participation in the planning dialogue for the development of Tenggar Cave as a tourist attraction; b) Participation in implementation by creating and managing social media, organizing events, participating in exhibition events and participating in the Tulungagung Geopark proposal; c) Participation in benefits by getting financial benefits from events held and providing homestays for researchers. The research shows that the degree of community participation in the development of Tenggar Cave as a tourist attraction is at the partnership level, which is indicated by the collaboration between the Tenggarejo Village community through POKDARWIS with the Tenggarejo Village government and the Tulungagung Regency Government.  The conclusion of this study is the need for collaboration between the government, the community in designing inclusive programs oriented towards increasing community participation. The recommendation given is through regular dialogue within the Tenggarejo Village POKDARWIS itself, between the community and the Tenggarejo Village government. This is intended so that the community can discuss ideas, suggestions and suggestions. Provide authority in designing, implementing, monitoring and evaluating activities to the community in improving the quality and quantity of organizing events in the Tenggar Cave area to increase benefits for the community around Tenggar Cave. As well as creating special social media accounts related to Tenggar Cave, with the existence of special social media related to Tenggar Cave, it is hoped that it can provide information and promotion related to Tenggar Cave as a tourist attraction.

Review

The article, "Partisipasi Masyarakat Desa dalam Upaya Mengembangkan Objek Wisata Goa Tenggar," effectively investigates community participation in developing Tenggar Cave as an educational tourism object, grounded in the principles of good governance and sustainable tourism. Using a qualitative descriptive approach with robust data collection methods including interviews, document studies, and observation, the study clearly identifies various forms of community involvement. Key findings highlight participation across planning, implementation (e.g., social media management, event organization, Geopark proposal), and benefit-sharing (financial gains, homestay provision). Crucially, the research concludes that community participation has reached a 'partnership level,' signifying effective collaboration between the Tenggarejo Village community (via POKDARWIS), the village government, and the Tulungagung Regency Government. While the abstract provides a comprehensive overview of participation forms, deeper analytical insights could potentially enhance the study's impact. For instance, while community participation is cited as one of the nine principles of good governance, the abstract doesn't elaborate on how the other principles might interact with or influence this participation, or if their absence presents challenges. Furthermore, the abstract details *what* participation occurred but offers limited discussion on the *drivers* or *barriers* to such engagement, which would provide a more nuanced understanding of the local context. The recommendations, such as providing more authority to the community and creating special social media accounts, are pertinent but would benefit from a more explicit link back to specific identified gaps or challenges within the full research's findings, moving beyond just stating a need for collaboration to detailing *why* the current collaboration structure might require adjustment. Despite these minor considerations, this study makes a valuable contribution to the discourse on community-based tourism development and local governance. Its findings offer practical implications for local governments and communities seeking to foster sustainable tourism through genuine participatory approaches, particularly in rural settings. The emphasis on a 'partnership level' of participation serves as an encouraging model for other regions, demonstrating how collaborative efforts can lead to tangible benefits for both the community and the tourism object. The research provides a solid foundation for understanding local engagement and offers actionable recommendations that, if implemented, could further empower communities and enhance the long-term viability of tourism initiatives like Tenggar Cave.
