Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan subsidi pupuk organik di Indonesia dalam konteks mendukung pertanian berkelanjutan. Kajian literatur dilakukan dengan menganalisis studi-studi sebelumnya terkait tantangan implementasi kebijakan subsidi pupuk organik, dan strategi untuk meningkatkan efektivitasnya. Hasil kajian menunjukkan bahwa kebijakan subsidi pupuk organik di Indonesia masih dihadapi oleh beberapa tantangan yaitu rendahnya alokasi anggaran, distribusi yang tidak merata, kapasitas produksi pupuk organik yang terbatas dan mekanisme alokasi subsidi yang kurang transparan. Oleh karena itu, rekomendasi strategis meliputi peningkatan alokasi anggaran, perbaikan mekanisme distribusi, penguatan kapasitas produksi, dan reformasi mekanisme alokasi yang berbasis data dan lebih transparan. Penelitian ini memberikan kontribusi dalam perumusan kebijakan yang lebih efektif untuk mencapai pertanian berkelanjutan di Indonesia.

While the literature review approach effectively synthesizes existing knowledge, a primary limitation is the absence of new empirical data collection or direct stakeholder engagement. The findings, though well-supported by existing literature, could be further strengthened by incorporating qualitative data from interviews with farmers, policymakers, and organic fertilizer producers, or quantitative analysis of specific subsidy programs. Future research should consider employing mixed-methods approaches or case studies to provide deeper, on-the-ground insights into the practical implementation and impacts of these policies. Nevertheless, this paper serves as a valuable foundational analysis, paving the way for more targeted empirical investigations into optimizing organic fertilizer subsidies for sustainable agriculture in Indonesia.
