Abstract

Review

This paper presents a timely and relevant investigation into the collaborative model of stakeholders within the development of Ketapanrame Tourism Village, utilizing the innovative pentahelix approach and grounding it in DeSeve's theoretical framework. Through a qualitative methodology encompassing in-depth interviews, observation, and documentation, the research meticulously explores the distinct roles and contributions of government, academia, community, business, and media. The study successfully demonstrates that effective synergy among these five elements is instrumental in fostering positive tourism development, with each stakeholder's specific input clearly delineated. The findings offer a valuable case study highlighting the critical importance of multi-stakeholder cooperation for sustainable local development. A significant strength of this research lies in its application of the pentahelix model, a highly pertinent framework for understanding complex development initiatives, particularly in dynamic sectors like tourism. The chosen qualitative approach is well-suited for capturing the nuances of collaborative interactions and the specific contributions of each stakeholder, providing rich, contextualized insights that quantitative methods might miss. The paper clearly articulates how each 'helix' component—from government regulation to media promotion—plays an integral part, offering a practical blueprint for other tourism villages facing similar development challenges. Its emphasis on optimizing local potential and enhancing community welfare underscores its immediate applicability and contribution to both academic discourse and practical policy-making in sustainable tourism. While the research effectively outlines a successful collaborative model, it could benefit from a more explicit discussion of potential challenges or obstacles encountered during the collaboration process, which are often inherent in multi-stakeholder partnerships. Exploring how conflicts or disagreements were resolved, or what mechanisms are in place to ensure sustained cooperation, would add further depth and realism to the proposed model. Additionally, a deeper theoretical engagement with DeSeve's framework, beyond its initial mention, could strengthen the analytical lens. Future research might also consider a comparative analysis with less successful villages or a longitudinal study to assess the long-term impacts and resilience of such a pentahelix model under varying circumstances, thereby enhancing the generalizability and robustness of its recommendations.
