Introduction

Lähisuhdeväkivallan riskinarvioinnin haasteet poliisiorganisaatiossa. Tutkimus selvittää lähisuhdeväkivallan riskinarvioinnin haasteita Suomen poliisissa. Puutteet koulutuksessa ja yhtenäisissä käytännöissä heikentävät uhrien turvallisuutta.

Abstract

Tutkimuksessa tarkastellaan lähisuhdeväkivallan riskinarvioinnin haasteita poliisiorganisaatiossa Suomessa. Tutkimuksessa haastateltiin 19:ää hälytystehtävissä, rikostutkinnassa ja moniammatillisissa ryhmissä työskentelevää poliisia kahdella paikkakunnalla vuonna 2019. Haastatteluteemat olivat lähisuhdeväkivaltaan puuttuminen, riskitietojen dokumentointi, tiedonkulku sekä käsitykset riskinarvioinnista. Tulokset osoittavat, että riskinarviointia leimaa organisaation tuen puute: riskinarviointi on osoitettu vain harvan poliisin tehtävänkuvaan, riskinarviointikoulutus on vähäistä eikä riskitietojen dokumentoinnille ole yhtenäistä käytäntöä. Riskinarviointi riippuu yksittäisten henkilöiden osaamisesta ja motivaatiosta. Kaikille lähisuhdeväkivallan uhreille ei tehdä riskinarviointia, vaan vain niille, joiden riskitaso on arvioitu jo etukäteen korkeaksi. Hälytystehtävillä keskittyminen fyysiseen väkivaltaan aiheuttaa sen, ettei muita lähisuhdeväkivallan muotoja, kuten henkistä väkivaltaa usein dokumentoida. Joillakin riskitekijöillä, kuten toistuvalla väkivallalla, saatetaan perustella puuttumattomuutta.

The focus on documentation, information flow, and officers' perceptions of risk assessment provides a comprehensive view of the practical difficulties. This approach effectively moves beyond surface-level observations to uncover the deeper organizational and cultural factors that hinder effective intervention in domestic violence cases, making a significant contribution to understanding police practices in this critical area within the Finnish context. While providing crucial insights into the complexities of domestic violence risk assessment, the findings strongly underscore the urgent need for structural and cultural changes within the police organization. The study implicitly calls for enhanced and standardized training programs, the implementation of clear, consistent protocols for documenting risk information, and a re-evaluation of how risk assessment responsibilities are integrated across different police roles. Future research could build upon these qualitative findings by exploring the effectiveness of potential interventions or comparing practices across different police jurisdictions. Despite its qualitative scope, this paper serves as a compelling call to action, highlighting critical areas where policy and practice must evolve to ensure more comprehensive and consistent support for victims of domestic violence.
