Kajian ini membahas penyusunan Rencana Strategis (Renstra) Badan Keuangan dan Aset Daerah (BKAD) Kabupaten Bandung Tahun 2025–2029 sebagai instrumen penting pengelolaan keuangan dan aset daerah. Permasalahan utama yang diidentifikasi adalah belum optimalnya pengoperasian sistem pengelolaan keuangan dan barang milik daerah, serta belum maksimalnya pemanfaatan dan legalisasi aset sebagai sumber pendapatan baru. Tujuan penelitian adalah menganalisis keselarasan Renstra BKAD dengan RPJMD 2025–2029, visi-misi daerah, dan kebijakan nasional, serta merumuskan strategi peningkatan kinerja. Metode yang digunakan adalah kualitatif deskriptif melalui studi dokumentasi dan analisis SWOT. Hasil kajian menunjukkan BKAD memiliki kekuatan berupa capaian Opini WTP berkelanjutan, SDM fungsional, dan infrastruktur IT, namun dihadapkan pada kelemahan seperti integrasi sistem manual dan data aset belum mutakhir. Peluang muncul melalui regulasi nasional dan digitalisasi, sedangkan ancaman meliputi perubahan regulasi cepat, kesenjangan SDM, dan risiko keamanan siber. Pembahasan menegaskan pentingnya percepatan sertifikasi aset, integrasi sistem, penguatan kapasitas SDM, dan keamanan siber untuk mencapai tata kelola keuangan daerah yang transparan dan akuntabel.
This study, titled "KAJIAN RENCANA STRATEGIS BKAD KABUPATEN BANDUNG 2025-2029," presents a timely and relevant analysis of the strategic planning process for the Regional Financial and Asset Management Agency (BKAD) of Bandung Regency. This comprehensive assessment provides a solid foundation for strategic decision-making. Overall, this study provides highly practical and actionable insights for the BKAD Kabupaten Bandung, offering a solid foundation for their 2025-2029 strategic plan. The clear identification of strengths, weaknesses, opportunities, and threats, coupled with the compelling discussion highlighting the imperative of accelerating asset certification, integrating disparate systems, strengthening human resource capacity, and bolstering cybersecurity measures, positions this work as a valuable input for policymakers and practitioners. Its contribution extends beyond Bandung Regency, offering a replicable framework and highlighting common challenges in local government financial and asset management across Indonesia, particularly concerning digital transformation and asset optimization for transparent and accountable governance.
