Abstract

Kegiatan pertambangan berpotensi memengaruhi kualitas lahan dan air, sehingga reklamasi dan pengelolaan lingkungan menjadi kewajiban perusahaan. Penelitian ini bertujuan menganalisis persepsi masyarakat terhadap keberhasilan reklamasi lahan dan pengelolaan kualitas air oleh PT Amman Mineral Nusa Tenggara. Penelitian menggunakan metode deskriptif kuantitatif dengan pendekatan semi terstruktur terhadap 150 responden di Desa Pasir Putih, Desa Maluk, dan Desa Bukit Damai. Data dikumpulkan melalui kuesioner skala Likert dan dianalisis menggunakan indeks persepsi masyarakat, serta didukung oleh data kualitas air berdasarkan parameter pH, Total Dissolved Solids, dan salinitas. Hasil penelitian menunjukkan bahwa persepsi masyarakat terhadap reklamasi lahan berada pada kategori baik hingga sangat baik, dengan nilai in-deks tertinggi di Desa Bukit Damai sebesar 82,32%, diikuti Desa Pasir Putih sebesar 74,64% dan Desa Maluk sebesar 66,32%. Persepsi masyarakat terhadap pengelolaan kualitas air berada pada kategori cukup, dengan nilai indeks sebesar 64,80% di Desa Pasir Putih, 55,92% di Desa Maluk, dan 59,20% di Desa Bukit Damai. Hasil pengukuran kualitas air menunjukkan bahwa parameter pH, TDS, dan salinitas masih memenuhi baku mutu air bersih. Perbedaan antara hasil teknis dan persepsi masyarakat menegaskan pentingnya peningkatan trans-paransi, komunikasi, dan pelibatan masyarakat dalam pengelolaan lingkungan pertambangan.

Amman Mineral's reclamation and water quality management initiatives through the lens of local communities, the study offers valuable insights into the social license to operate. The research aims to bridge the gap between technical compliance and public trust, a challenge frequently encountered by the extractive industry, making its findings particularly relevant for policymakers, companies, and local stakeholders. Methodologically, the study adopts a quantitative descriptive approach, engaging 150 respondents across three villages through semi-structured questionnaires utilizing a Likert scale to develop a community perception index. A significant strength of this research lies in its integration of objective water quality data (pH, Total Dissolved Solids, and salinity) alongside subjective community perceptions. The findings reveal a nuanced picture: while community perception of land reclamation is largely positive (ranging from good to very good), the perception of water quality management is merely moderate. Crucially, this moderate perception exists despite the measured water quality parameters meeting clean water standards, highlighting a stark discrepancy between technical adherence and public experience or understanding. The disparity between technical compliance and community perception regarding water quality is the most compelling finding of this research, emphasizing the inadequacy of mere technical adherence without corresponding robust communication and engagement. The study rightly concludes that increased transparency, improved communication, and deeper community involvement are paramount for effective environmental management in mining areas. These recommendations offer a clear pathway for PT. Amman Mineral and other extractive companies to enhance trust and foster sustainable relationships with affected communities. Future research could build upon these findings by qualitatively exploring the underlying reasons for the perceptual gap, perhaps through focus groups or in-depth interviews, to identify specific communication breakdowns or areas where community expectations diverge from current company practices.
