Abstract

This research aims to determine the implementation of the Klampid New Generation (KNG) Program in population administration services in Panjang Jiwo Village, Surabaya City. The Klampid New Generation (KNG) program is designed to make it easier for people to access population administration services, such as issuing birth certificates, death certificates, updating biodata on family cards, and other population documents. This research uses a qualitative descriptive method. The data collection technique was carried out using the triangulation method, namely through interviews, literature study and documentation. The research results show that the implementation of the Klampid New Generation (KNG) Program in population administration services in Panjang Jiwo Village has gone well, referring to the policy implementation theory put forward by George C. Edward III.

Review

The research titled "Implementasi Program Klampid New Generation (KNG) pada Pelayanan Administrasi Kependudukan Kelurahan Panjang Jiwo Kota Surabaya" addresses a highly relevant topic concerning e-government initiatives and their impact on public service delivery. The abstract clearly outlines the study's objective to assess the implementation of the Klampid New Generation (KNG) program, designed to streamline essential population administration services. The use of a qualitative descriptive method, supported by data triangulation through interviews, literature study, and documentation, establishes a sound methodological approach. The reported finding that the program's implementation in Panjang Jiwo Village has "gone well," referencing George C. Edward III's policy implementation theory, offers a positive initial assessment of this digital transformation effort. While the abstract provides a clear and concise overview, a more granular understanding of what constitutes "gone well" would significantly strengthen the research. For instance, what specific indicators of success were observed in practice? Were there quantifiable improvements in service turnaround times, reduced error rates, increased citizen satisfaction, or enhanced accessibility? Exploring the tangible benefits and user experiences would provide richer insights beyond merely aligning with a theoretical framework. Furthermore, even in a successful implementation, it is common to encounter challenges such as user adoption issues, technical glitches, or capacity building needs. Acknowledging and discussing any such obstacles, and how they were mitigated, would offer critical lessons for other regions or similar e-government programs. Overall, this research offers a valuable preliminary insight into the practical application of digital tools in local governance, with the potential to serve as a compelling case study. The positive findings from Panjang Jiwo Village highlight the potential for technology to improve public administration in urban settings. For the full paper, delving deeper into the specific operational mechanisms that contributed to KNG's success, and perhaps including a more detailed account of citizen feedback and system performance metrics, would further enrich its contribution. This study is a pertinent addition to the literature on e-government implementation, underscoring the ongoing efforts to enhance public service delivery in Indonesia.
