IMPLEMENTASI KEBIJAKAN PERATURAN MENTERI PERHUBUNGAN REPUBLIK INDONESIA TENTANG PENGUJIAN BERKALA KENDARAAN BERMOTOR DI KOTA PONTIANAK

Introduction

Implementasi kebijakan peraturan menteri perhubungan republik indonesia tentang pengujian berkala kendaraan bermotor di kota pontianak. Kajian implementasi kebijakan pengujian berkala kendaraan bermotor di Pontianak. Temuan: sosialisasi, SDM, fasilitas kurang, berdampak pada keselamatan lalu lintas.

Abstract

Penelitian ini bertujuan untuk memberikan pemahaman mengenai pelaksanaan tentang Pengujian Berkala Kendaraan Bermotor yang telah dilakukan di Kota Pontianak. Penelitian ini menggunakan pendekatan Kualitatif dengan jenis deskritif. Teori yang digunakan dalam penelitian ini adalah teori Edward III dengan indikator 1. Komunikasi 2. Sumber Daya 3. Disposisi dan 4. Struktur Birokrasi. Hasil dari penelitian ini menunjukan dalam pelaksanaan Pengujian Berkala Kendaraan Bermotor di Kota Pontianak belum maksimal. Faktor utama dalam pelaksanaan tersebut adalah karena Unit Pelaksana Teknis Daerah Pengujian Kendaraan Bermotor Dinas Perhubungan Kota Pontianak belum maksimal dalam melakukan sosialisasi atau penyampaian kebijakan maupun informasi terkait kebijakan pengujian berkala kendaraan bermotor. Selain itu minimnya Sumber Daya Manusia, fasilitas dan dana dalam melakukan kegiatan pengujian berkala kendaraan bermotor. Adapun saran bagi Unit Pelaksana Teknis Daerah Pengujian Kendaraan Bermotor Dinas Perhubungan Kota Pontianak terkait dengan Pengujian Berkala Kendaraan Bermotor dapat dilaksanakan dengan baik sehingga dapat meminimalisir menurunnya tingkat pengujian berkala kendaraan bermotor dan meminimalisir tingkat kecelakaan lalu lintas di Kota Pontianak.Kata kunci: Kebijakan Publik, Implementasi, Pengujian Berkala Kendaraan Bermotor

The implications of this study are significant for local policymakers and transport authorities, offering clear areas for intervention to improve public safety and regulatory compliance. For future research, it would be valuable to explore stakeholder perspectives beyond the implementing agency, such as vehicle owners and industry actors, to gain a more holistic understanding of the policy's impact. Additionally, comparative studies with other cities or an examination of the long-term impact of improved socialization and resource allocation could further enrich the discourse on public policy implementation in Indonesia.
