IMPLEMENTASI KEBIJAKAN PENCEGAHAN STUNTING DI UNIT PELAKSANA TEKNIS KELUARGA BERENCANA KECAMATAN CIPEUNDEUY KABUPATEN BANDUNG BARAT

Abstract

Tingginya angka stunting di Kabupaten Bandung Barat menjadi alasan peneliti untuk mengkaji tentang kebijakan Unit Pelaksana Teknis Keluarga Berencana dalam Pencegahan Stunting di Kecamatan Cipeundeuy Kabupaten Bandung Barat. Diharapkan dengan adanya implementasi kebijakan Unit Pelaksana Teknis Keluarga Berencana dalam Pencegahan Stunting di Kecamatan Cipeundeuy ini dapat menekan angka stunting di Kabupaten Bandung Barat. Tujuan dari penelitian ini untuk mengetahui bagaimana implementasi kebijakan pencegahan stunting di Kecamatan Cipeundeuy Kabupaten Bandung Barat model konseptual menggunakan teori Edward II dari aspek; komunikasi, sumberdaya, disposisi/sikap pelaksana, dan struktur birokrasi. Peneliti ini menggunakan metode deskriptif kualitatif. Tenik pengumpulan datanya yaitu observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian dapat disimpulkan implementasi kebijakan Unit Pelaksana Teknis Keluarga Berencana dalam pencegahan stunting di Kecamatan Cipeundeuy Kabupaten Bandung Barat belum berjalan secara maksimal, dalam hal ini terdapat beberapa kendala dalam pelaksanaannya seperti dalam sosialisasi, karena masih minimnya kesadaran masyarakat dalam mengetahui efek jangka panjang dari stunting.

The abstract reveals a crucial preliminary finding: the implementation of stunting prevention policies by the UPT KB in Cipeundeuy has not been optimally effective. A significant impediment identified is the challenge in socialization efforts, primarily stemming from a low level of public awareness regarding the long-term detrimental effects of stunting. This insight highlights a fundamental disconnect between policy intent and community engagement. While the abstract provides a valuable initial assessment, a comprehensive paper should further elaborate on how each aspect of Edward III's model specifically contributes to these identified bottlenecks, particularly regarding communication and the lack of public awareness. Delving into the specific resource constraints, attitudes of implementers, or bureaucratic rigidities that hinder effective socialization would strengthen the analysis. The findings offer practical implications for policymakers, underscoring the necessity for re-evaluating communication strategies and investing in more robust community education programs to bridge the awareness gap and ultimately improve the efficacy of stunting prevention efforts.
