Human Resource Management (HRM) is a strategic component within the healthcare system that directly influences service quality and organizational performance. This review aims to identify and analyze literature discussing the roles, challenges, and strategies of HRM in the context of health services. The literature search was conducted through databases including PubMed, ScienceDirect, Directory of Open Access Journals (DOAJ), ResearchGate, Google Scholar, and Academia.edu using the keywords "human resource management", "health services", and "healthcare workforce" for articles published between 2019 and 2024. The findings highlight major HRM issues such as healthcare workforce shortages, excessive workloads, low staff retention, and suboptimal continuous training. Effective strategies identified include strengthening HR planning, capacity development, incentive-based approaches, and the use of information technology. These findings offer significant implications for policymakers and hospital managers in improving the effectiveness of healthcare workforce management. To address the key challenges in human resource management within healthcare services, it is recommended to implement need-based and data-driven workforce planning.
This literature review, titled 'Gambaran Manajemen Sumber Daya Manusia Pada Layanan Kesehatan di Indonesia,' addresses a critically important and timely topic concerning Human Resource Management (HRM) within the Indonesian healthcare system. The authors aim to systematically identify and analyze existing literature on the roles, challenges, and strategies of HRM, recognizing its direct impact on service quality and organizational performance. The search methodology involved a comprehensive sweep of multiple databases including PubMed, ScienceDirect, DOAJ, ResearchGate, Google Scholar, and Academia.edu, focusing on publications between 2019 and 2024 using relevant keywords such as "human resource management," "health services," and "healthcare workforce." The review successfully highlights prevalent HRM issues in healthcare, such as persistent workforce shortages, unmanageable workloads, low staff retention, and deficiencies in continuous professional development. Crucially, it identifies effective strategic counter-measures, emphasizing the importance of robust HR planning, targeted capacity development, incentive-based frameworks, and the strategic integration of information technology. These findings are presented as having significant practical implications, directly informing policymakers and hospital managers on actionable strategies to enhance healthcare workforce effectiveness, culminating in a clear recommendation for data-driven and needs-based workforce planning. While the review provides a valuable overview and identifies pertinent issues and strategies, a more explicit discussion within the abstract regarding the specific selection criteria for articles—particularly how studies were filtered to address the 'Indonesia' context given the broader search terms—would strengthen its methodological transparency. Furthermore, detailing the synthesis method for extracting and consolidating findings from the diverse sources would enhance confidence in the conclusions, especially given the inclusion of less formally peer-reviewed platforms like ResearchGate and Academia.edu. Nonetheless, this paper lays a strong foundation for understanding HRM challenges in Indonesian healthcare, suggesting a clear path for future primary research to validate the identified strategies and explore their implementation effectiveness within specific local contexts.
