Introduction

Efektivitas pelatihan asn terhadap peningkatan kualitas sistem akuntabilitas kinerja instansi pemerintah (sakip) di pemerintah kabupaten kaimana. Analisis efektivitas pelatihan ASN dalam meningkatkan kualitas SAKIP di Pemkab Kaimana. Pelatihan ini berhasil tingkatkan akuntabilitas dan tata kelola, berdampak positif pada masyarakat.

Abstract

Penelitian ini menganalisis efektivitas pelatihan Aparatur Sipil Negara (ASN) dalam meningkatkan kualitas Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) di Kabupaten Kaimana. Metode yang digunakan adalah kualitatif, melalui literatur review dan wawancara mendalam dengan pihak terkait. Pelatihan yang diselenggarakan oleh PT Sinergi Visi Utama berhasil meningkatkan pemahaman ASN tentang penyusunan, evaluasi, dan pelaporan kinerja berorientasi hasil, sesuai Peraturan Presiden Nomor 29 Tahun 2014. Hasil penelitian menunjukkan peningkatan nilai SAKIP dari CC (50,59) pada tahun 2023 menjadi B (60,11) pada tahun 2024. Meskipun ada kemajuan, tantangan dalam sinkronisasi dokumen perencanaan dan pengumpulan data masih perlu diatasi. Penelitian ini mengindikasikan bahwa pelatihan SAKIP tidak hanya meningkatkan akuntabilitas, tetapi juga membangun budaya kerja yang lebih baik di kalangan ASN, mendukung tata kelola pemerintahan yang transparan, dan berdampak positif pada kesejahteraan masyarakat. Keberhasilan ini mencerminkan komitmen pemerintah daerah dalam meningkatkan kualitas pelayanan publik dan pengelolaan kinerja secara berkelanjutan.

This study critically examines the effectiveness of Aparatur Sipil Negara (ASN) training in enhancing the quality of the Government Agency Performance Accountability System (SAKIP) within the Kaimana Regency Government. The topic is highly pertinent given the ongoing global emphasis on good governance, public sector accountability, and performance-based management. By focusing on a specific local government context, the research offers valuable insights into the practical application and impact of human resource development initiatives on institutional performance, addressing a crucial aspect of administrative reform in Indonesia. The paper's objective to demonstrate a link between targeted training and improved SAKIP quality is a significant contribution to both academic literature and public policy. Although qualitative in its core approach, the study effectively leverages quantitative indicators to substantiate its claims. A key finding is the tangible improvement in Kaimana Regency's SAKIP score, rising from CC (50.59) in 2023 to B (60.11) in 2024, directly attributed to the training provided by PT Sinergi Visi Utama. This training successfully enhanced ASN understanding of performance-oriented planning, evaluation, and reporting, aligning with Presidential Regulation No. 29 of 2014. Beyond the numerical uplift, the research also highlights qualitative benefits such as a strengthened work culture, improved accountability, and support for transparent governance, ultimately contributing to community welfare. While the study robustly demonstrates the positive impact of the SAKIP training, it also prudently acknowledges existing challenges, particularly concerning the synchronization of planning documents and data collection processes. These identified areas offer valuable avenues for future interventions and research, ensuring a holistic view of the continuous improvement cycle. Overall, this research effectively showcases the Kaimana local government's commitment to enhancing public service quality and sustainable performance management through strategic capacity building. Its findings provide a compelling argument for the critical role of targeted training in fostering a more accountable, transparent, and performance-driven public administration, making it a valuable resource for policymakers and practitioners alike.
