Abstract

This study analyzes the dynamics of various interest groups' involvement in the conflict surrounding the development of Rempang Eco-City as a National Strategic Project in Rempang Island, Batam. Using a comparative study approach and political economy perspective, the research examines the roles of the government, local communities, and investors in influencing the conflict related to land acquisition and social rights. The main focus is the tension between pro-growth and anti-growth coalitions, as well as the role of mass media in shaping public perceptions. The study aims to provide insights into agrarian conflict dynamics and infrastructure development, with policy recommendations for resolving similar conflicts in the future.

Review

This study promises a timely and crucial analysis of the multi-faceted Rempang Island conflict, centering on its designation as a National Strategic Project (PSN). The abstract effectively highlights the inherent complexities of such large-scale developments, particularly the dynamics of various interest groups – government, local communities, and investors. The chosen political economy perspective is highly appropriate for dissecting the power relations, resource allocation, and underlying motivations driving the conflict. Furthermore, the focus on the tension between "pro-growth" and "anti-growth" coalitions, alongside the media's role in shaping public perception, signals a comprehensive approach to understanding agrarian conflict dynamics in the context of infrastructure development. The methodological choice of a comparative study approach holds significant potential for uncovering nuanced patterns and differences in stakeholder involvement and their respective influences on land acquisition and social rights. This allows for a deeper understanding of how these groups interact, adapt, and exert pressure throughout the conflict's evolution. By explicitly aiming to provide policy recommendations, the research positions itself to offer practical insights for conflict resolution, not just for Rempang but for similar future PSN-related disputes. This applied aspect significantly enhances the study's relevance and potential impact on governance and community well-being. While the abstract provides a strong foundation, future development of the paper could benefit from further elaboration on certain aspects. For instance, clarifying what specific elements are being compared within the "comparative study approach" – perhaps different phases of the conflict, the strategies of various interest groups, or even comparisons with other PSN cases – would strengthen its methodological clarity. Additionally, detailing the analytical framework for examining the mass media's role (e.g., content analysis, framing analysis) would enhance the perceived rigor of that component. Finally, while policy recommendations are a valuable output, a hint at the *type* of recommendations (e.g., legal, participatory, compensation-based) would further underscore the study's potential practical contributions.
