Introduction

ДЕЦЕНТРАЛІЗАЦІЯ В ТЕОРІЇ РЕГІОНАЛЬНОГОРОЗВИТКУ ЯК ОСНОВА ФОРМУВАННЯ ЕКОНОМІЧНИХ МЕХАНІЗМІВ УПРАВЛІННЯ ТРАНСФОРМАЦІЙНИМИ ПРОЦЕСАМИ. Децентралізація в теорії регіонального розвитку: основа економічних механізмів управління трансформаціями. Сприяє адаптивності та сталому зростанню регіонів.

Abstract

Метою наукової статті є теоретичне обґрунтування ролі децентралізації в теорії регіонального розвитку як концептуальної основи формування економічних механізмів управління трансформаційними процесами.  У статті досліджено децентралізацію як ключовий концепт теорії регіонального розвитку в умовах сучасних трансформаційних процесів національних економік. Обґрунтовано, що глобалізаційні виклики, структурні зрушення, технологічні зміни та інституційні реформи зумовлюють необхідність переосмислення традиційних підходів до управління регіональним розвитком і посилюють роль регіонів як активних суб’єктів соціально-економічних перетворень. Узагальнено теоретичні підходи до трактування трансформації економічних систем, представлено еволюцію наукових поглядів українських і зарубіжних дослідників на зміст і характер трансформаційних процесів, а також їх зв’язок із децентралізацією. Показано, що децентралізація у сучасних теоріях регіонального розвитку розглядається не лише як адміністративно-управлінська реформа, а як фундаментальний інституційно-економічний механізм активізації ендогенного потенціалу територій, підвищення їх адаптивності та спроможності до саморозвитку. Проаналізовано внесок вітчизняних науковців у дослідження фінансових, інституційних та стратегічних аспектів децентралізації, зокрема її вплив на формування ефективних економічних механізмів управління регіональними трансформаційними процесами. Наголошено на важливості багаторівневого врядування, бюджетної автономії та розвитку локальних інститутів для забезпечення сталого розвитку регіонів. Зроблено висновок, що децентралізація виступає необхідною умовою модернізації системи управління регіональним розвитком і формування нової моделі економічної політики, орієнтованої на довгострокове зростання та підвищення конкурентоспроможності територій.

This scientific article undertakes a pertinent theoretical investigation into the role of decentralization within the framework of regional development theory. The authors clearly articulate their objective: to provide a conceptual basis for understanding how decentralization can serve as a foundation for forming economic mechanisms that manage transformational processes. In an era marked by significant global, structural, and technological shifts, the paper addresses a highly relevant topic concerning the re-evaluation of traditional approaches to regional governance, positing regions as active agents in socio-economic transformations. A key strength of this work lies in its comprehensive theoretical grounding. The article meticulously synthesizes various theoretical approaches to economic system transformation and traces the evolution of scientific perspectives on decentralization, drawing from both Ukrainian and international research. It compellingly argues that decentralization transcends mere administrative reform, presenting it as a fundamental institutional-economic mechanism vital for activating territories' endogenous potential and enhancing their adaptiveness and self-development capabilities. The analysis adeptly highlights the contributions of domestic scholars to the financial, institutional, and strategic dimensions of decentralization, further underscoring the critical importance of multi-level governance, budgetary autonomy, and the development of local institutions for sustainable regional growth. While the article excels in its theoretical exposition, firmly establishing decentralization as a necessary condition for modernizing regional management and shaping new economic policy models, it primarily remains at a conceptual level. Future research could beneficially build upon this robust theoretical foundation by exploring the specific practical pathways and conditions under which these economic mechanisms are effectively formed and implemented. Delving into potential challenges, trade-offs, or the varying degrees of success in operationalizing such mechanisms across diverse regional contexts would further enrich the discourse. Nonetheless, this paper makes a significant theoretical contribution, offering a valuable framework for understanding the profound implications of decentralization in contemporary regional development.
