Abstract

Os desafios à representação política e à permanência de mulheres nos espaços de poder não se configura como um problema recente. A reivindicação de mecanismos legais que incrementem a presença feminina nos parlamentos municipais, estaduais e federais deve ser relacionada à atuação destas nos espaços de representação, como, por exemplo, a participação das mulheres nas Comissões que confiram à questão de gênero uma atenção pormenorizada. Assim, este trabalho analisa a composição da Comissão de Defesa dos Direitos da Mulher (CMulher) da Câmara dos Deputados, de 2016 a 2024, a fim de entender como as diferenças na composição e participação de parlamentares na Comissão restringem ou ampliam sua atuação e influência no processo legislativo. Objetiva-se, com isso, mensurar a proporção de homens e mulheres titulares na Comissão, bem como analisar o perfil sociopolítico desses membros. As principais conclusões do artigo são: primeiro, o predomínio de mulheres atuando na CMulher, representando mais de 90% da composição da comissão desde 2016, momento de sua instauração. Em relação à Mesa Diretora (presidência e vice-presidência), as legisladoras também se destacam. O cargo de presidência, desde o ano de criação desta comissão até 2024, sempre foi ocupado por uma mulher. Em segundo lugar, quando analisamos a temática das proposições aprovadas na CMulher, destacam-se temas relacionados à violência contra mulher.

The abstract effectively highlights key findings from the analysis. Foremost is the significant predominance of women, constituting over 90% of CMulher's membership since its inception in 2016, and their consistent leadership in the *Mesa Diretora*, with the presidency invariably held by a woman. This demonstrates a clear institutional commitment to female representation at the helm of this specific commission. Furthermore, the identification that approved propositions primarily concern violence against women offers a concrete illustration of the commission's thematic priorities and its most active area of legislative output. These findings provide robust empirical data on the internal operational characteristics and thematic focus of a crucial parliamentary organ dedicated to advancing women's rights. While the current analysis provides compelling data on the composition and thematic output of CMulher, the abstract could benefit from a clearer articulation of how the "sociopolitical profile" analysis specifically informs the understanding of the commission's broader *actuation* and *influence* beyond the stated compositional facts. Exploring variables such as party affiliation, prior legislative experience, or ideological leanings of members, and their correlation with the *types* of propositions approved or their legislative success, would deepen the analysis. Additionally, expanding the scope to consider the fate of these approved propositions within the wider legislative process – such as their progression to law or actual impact on public policy – would provide a more comprehensive assessment of CMulher's overall effectiveness and influence, moving beyond internal approval to external outcomes. This work lays a strong foundation for future research into the efficacy of specialized gender commissions globally.
