Abstract

Kekerasan terhadap perempuan merupakan masalah sosial yang memerlukan penanganan sistematis dan berkelanjutan. UPTD PPA Kota Blitar hadir sebagai lembaga perlindungan yang memberikan layanan psikologis, hukum, dan sosial bagi perempuan korban kekerasan. Penelitian ini bertujuan menganalisis peran UPTD PPA dalam memberikan perlindungan serta mengidentifikasi hambatan pelaksanaannya. Menggunakan teori struktural fungsional Talcott Parsons dengan skema AGIL (Adaptation, Goal Attainment, Integration, dan Latency), penelitian ini dilakukan secara kualitatif dengan wawancara, observasi, dokumentasi, dan angket. Hasil penelitian menunjukkan bahwa UPTD PPA telah menjalankan fungsi adaptasi dengan layanan yang responsif, pencapaian tujuan melalui kepuasan korban, integrasi melalui hubungan positif antara korban dan petugas, serta pemeliharaan nilai lewat komitmen terhadap etika dan kerahasiaan. Namun, pelaksanaan peran UPTD PPA masih terhambat oleh keterbatasan tenaga profesional, anggaran yang minim, dan kurangnya koordinasi formal antarinstansi. Untuk meningkatkan efektivitas perlindungan terhadap perempuan korban kekerasan, diperlukan penguatan kelembagaan, kerja sama lintas sektor, dan edukasi publik secara berkelanjutan.
