Abstract The feasibility of upstream oil and gas Cooperation Contracts is measured by contractors based on economic indicators. What then is the feasibility indicator for our government? This paper describes a study based on literature data regarding minimum revenue for the state from upstream oil and gas Cooperation Contracts. Based on the terms of the production sharing contract, a minimum state revenue can be calculated. In addition, data on the realization of annual production from production sharing contracts can provide statistics on state revenue each year. Keywords: upstream oil and gas, production sharing contract, minimum state revenue.
The paper, "PENDAPATAN MINIMUM PEMERINTAH DARI HASIL KONTRAK KERJASAMA HULU MINYAK DAN GAS BERDASARKAN KETENTUAN KONTRAK, DAN DATA REALISASI PRODUKSI," addresses a highly relevant and critical question concerning the government's financial interests in upstream oil and gas production sharing contracts (PSCs). While contractors typically assess project viability through economic indicators, this study uniquely seeks to define and quantify the corresponding "feasibility indicator" for the state, specifically focusing on minimum state revenue. The abstract indicates an approach that combines an analysis of PSC provisions with historical annual production data to calculate and present these crucial statistics, offering a valuable counterpoint to the more commonly studied contractor economics. A significant strength of this research lies in its dual methodological approach: grounding the analysis in the specific terms of production sharing contracts and validating or illustrating these calculations with actual production realization data. This combination allows for both a normative understanding of contractual entitlements and an empirical view of historical outcomes. The concept of "minimum state revenue" is a precise metric that directly addresses the core research question, providing a clear benchmark for governmental take. However, the abstract could benefit from a clearer definition of the scope of "literature data" regarding contract provisions and the specific geographical or temporal context of the "realization data" to allow for a more nuanced understanding of the study's generalizability and applicability. The findings of this paper hold substantial potential for informing policy decisions, contract negotiations, and resource governance in countries reliant on oil and gas revenues. By quantifying the minimum state revenue, the research provides a vital tool for governments to assess the effectiveness and fairness of their existing PSCs and to design future contracts more strategically. Future iterations of this work could extend beyond merely calculating the minimum revenue to explore its implications for fiscal sustainability, compare these figures against international benchmarks, or delve into sensitivity analyses concerning oil price fluctuations and production costs. Overall, this study represents a timely and important contribution to the literature on natural resource economics and public finance, offering practical insights for policymakers and academics alike.
