Hasil menunjukkan bahwa kebijakan sempat mencapai keberhasilan hingga 97% pada awal pelaksanaan, namun mengalami stagnasi karena sejumlah hambatan. Komunikasi telah dilakukan melalui rapat dan sosialisasi, tetapi tidak merata hingga ke tingkat sopir. Sumber daya manusia di Dinas Perhubungan terbatas, menghambat pengawasan dan pendampingan. Meskipun disposisi pelaksana di tingkat dinas positif, pengusaha dan sopir enggan meremajakan armada karena biaya tinggi dan kurangnya insentif. Struktur birokrasi lemah karena tidak adanya SOP yang jelas dan koordinasi antarinstansi yang fragmentasi. Secara yuridis kebijakan masih berlaku, namun efektivitasnya menurun. Diperlukan penyusunan SOP, penguatan kapasitas SDM, pemberian insentif, serta komunikasi berkelanjutan untuk mendorong peremajaan yang berkelanjutan dan adaptif terhadap dinamika transportasi modern.
