Penelitian ini menganalisis faktor-faktor implementasi kebijakan pengelolaan BUM Desa di Desa Serambai Jaya, Sanggau. Mengungkap tantangan komunikasi, disposisi, sumber daya, & struktur birokrasi.

Abstract

Tujuan penelitian adalah ingin mendiskripsikan dan menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan pengelolaan BUM Desa di Desa Serambai Jaya. Metode penelitian menggunakan jenis penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa (1). Faktor komunikasi, terlambatnya pemerintah desa dan pengurus BUM Desa Serambai Jaya dalam merespon Permendagri Nomor: 39 Tahun 2010 tentang Badan Usaha Milik Desa. (2). Faktor disposisi atau sikap pelaksana kebijakan pengelolaan BUM Desa belum menunjukkan sikap kecenderungan, keinginan atau kesepakatan untuk melaksanakan kebijakan secara sungguh-sungguh sehingga pengelolaan BUM Desa Serambai Jaya sulit tercapai. (3) Faktor sumberdaya, pemerintah desa dan pengurus BUM Desa Serambai Jaya masih belum memahami tentang pengelolaan BUM Desa, masih kurangnya pemahaman pengurus BUM Desa mengenai kewirausahaan, terutama pemahaman pengurus BUM Desa dalam mengelola dana BUM Desa.( 4). Faktor struktur birokrasi, dalam melaksanakan kebijakan pengelolaan BUM Desa Serambai Jaya belum memilki SOP yang menjadi pedoman.Kata Kunci: Implementasi, Kebijakan, Pengelolaan, BUM Desa.

For instance, exploring how a lack of understanding (resource factor) might directly contribute to a lack of disposition or how clearer bureaucratic structures (SOPs) could potentially improve communication and foster greater commitment. Future research could also extend these findings by proposing specific, actionable recommendations or interventions to address these identified barriers, such as tailored capacity-building programs or enhanced regulatory frameworks. Nevertheless, this study makes a valuable contribution by providing a foundational diagnosis of the implementation hurdles for BUM Desa, offering crucial insights for improving policy effectiveness and supporting sustainable rural development initiatives.
