IMPLEMENTASI KEBIJAKAN BANTUAN STIMULAN PERUMAHAN SWADAYA DI KECAMATAN SUNGAI PINYUH KABUPATEN MEMPAWAH

Introduction

Implementasi kebijakan bantuan stimulan perumahan swadaya di kecamatan sungai pinyuh kabupaten mempawah. Evaluasi implementasi kebijakan Bantuan Stimulan Perumahan Swadaya (BSPS) di Sungai Pinyuh, Mempawah. Mengkaji efektivitas, pelaksanaan, target, dan lingkungan program, serta rekomendasi.

Abstract

Tujuan penelitian ini adalah ingin menggambarkan dan menganalisis implementasi program Bantuan Stimulan Perumahan Swadaya (BSPS) di Kecamatan Sungai Pinyuh, dikaji melalui aspek tepat keefektivan kebijakan, Tepat pelaksanaan, Tepat target dan Tepat lingkungan. Metode penelitian menggunakan jenis penelitian deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa (1) keberhasilan program BSPS, dilihat dari tepat keefektivan kebijakan di Kecamatan Sungai Pinyuh belum berjalan sebagaimana diharapkan. (2) Dilihat dari tepat pelaksanaan sudah berjalan dengan baik selama pelaksanaan pembangunan rumah. Tetapi disisi lain pelaksanaan program BSPS belum berjalan dengan lancar. (3) Dilihat dari tepat Target, belum sesuai dengan apa yang direncanakan, seperti terbatasnya anggaran dan belum meratanya pendataan penerima bantuan rehabilitasi rumah tidak layak huni. (4) Dilihat dari tepat lingkungan, belum sesuai dengan harapan. Hal tersebut terlihat dari kebersihan, ventilasi, luas bangunan, kualitas bahan, kerapian, dan kelengkapan ruangan. Adapun saran kepada pihak penyelenggara program BSPS untuk kedepannya dapat meningkatkan kinerja baik dalam pemberian atau penyampaian informasi yang up to date tentang program BSPS kepada masyarakat, agar masyarakat lebih paham atau mengetahui tentang sasaran, tujuan dan target program bantuan BSPS, dengan cara melaksanakan sosialisasi secara kontinyu. While the execution phase of house construction was noted as "running well," the abstract also paradoxically states that "overall program implementation has not run smoothly," highlighting a potential discrepancy or complexity within the implementation process that warrants deeper exploration in the full paper. This research offers valuable initial insights into the challenges faced by the BSPS program at a local level. Its strength lies in its structured approach, dissecting implementation into four crucial aspects, which provides a comprehensive framework for evaluation. However, to enhance the academic contribution of the full paper, a more profound analytical discussion on the *causes* underlying these identified shortcomings would be beneficial. For instance, explaining *why* effectiveness was low or *how* budget limitations specifically impacted target accuracy would strengthen the findings. Additionally, clarifying the apparent contradiction between "well-running execution" and "smoothness issues" in the implementation process is essential. The paper's recommendations, while directly addressing program organizers, could also be further enriched by linking them to broader policy implications and theoretical frameworks of public policy implementation, thereby offering more universally applicable lessons beyond the specific local context.
