Abstract

Review

This paper addresses a highly relevant topic in occupational safety and health: the identification of potential workplace hazards using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method. Conducted within the framework of Indonesia's mandated Occupational Safety and Health Management System (PP No. 50 Tahun 2012), the study adopts a qualitative descriptive case study approach at PT. X. The research focused on specific production stages—Print, Vakum, Cut, and Bur—with the primary objective of identifying potential hazards and assessing their risk levels. The findings indicate the presence of 4 low risks, 8 moderate risks, and 2 high risks across these defined production sections. A key strength of this research lies in its practical application of the HIRARC methodology to a real-world industrial setting, offering valuable insights for PT. X's occupational safety initiatives. The focus on specific production stages allows for targeted interventions, demonstrating the direct utility of the methodology. However, the abstract could benefit from greater methodological transparency. While HIRARC forms and interviews are mentioned, a more explicit description of *how* these forms were completed (e.g., through direct observation, worker participation, or expert consultation), the specific criteria used for risk assessment (e.g., detailed scales for likelihood and severity), and the process for synthesizing qualitative data into quantitative risk levels would enhance the scientific rigor. Clarification on the number of workers involved or the duration of observation would also be beneficial for a case study design. The identified risks provide a crucial foundation for PT. X to develop and implement targeted control measures, thereby enhancing compliance with national OSH regulations. The presence of high and moderate risks in critical production processes highlights areas requiring immediate attention and strategic intervention. This study serves as a valuable case example demonstrating the practical utility of HIRARC in identifying workplace hazards within the Indonesian manufacturing sector. While the abstract primarily focuses on hazard identification, the full paper would ideally further elaborate on the implications for developing effective risk control strategies. Overall, the paper contributes meaningfully to the understanding of occupational safety challenges and the practical implementation of OSH management tools in the Indonesian industrial landscape, providing a solid basis for future safety improvement efforts.
