Efektivitas penerapan peraturan desa tentang pencegahan perkawinan anak: penelitian kualitatif. Penelitian kualitatif ini menganalisis efektivitas Peraturan Desa tentang pencegahan perkawinan anak di Cirebon. Temukan dampaknya pada pemahaman masyarakat dan tantangan implementasinya.
Perkawinan anak masih menjadi isu serius di Indonesia, khususnya di wilayah pedesaan dengan prevalensi yang relatif tinggi akibat faktor ekonomi, pendidikan rendah, serta norma budaya yang mengakar. Pemerintah desa telah berupaya mencegah praktik tersebut melalui penerapan Peraturan Desa (Perdes) sebagai instrumen hukum lokal. Penelitian ini bertujuan untuk menganalisis efektivitas penerapan perdes tentang pencegahan perkawinan anak di salah satu desa di Kabupaten Cirebon. Metode yang digunakan adalah penelitian kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam dengan aparat desa, tokoh masyarakat, orang tua, dan remaja; observasi lapangan; serta kuesioner sederhana kepada 25 responden. Hasil penelitian menunjukkan bahwa perdes cukup efektif dalam meningkatkan pemahaman masyarakat mengenai risiko perkawinan anak, terutama di kalangan remaja dan institusi pendidikan. Dukungan tokoh agama dan tokoh masyarakat menjadi faktor utama dalam memperkuat implementasi. Namun, efektivitas perdes masih terbatas pada aspek sosialisasi, sementara pengawasan dan evaluasi belum optimal. Hambatan utama adalah rendahnya pendidikan orang tua, tekanan ekonomi keluarga, serta praktik perkawinan diam-diam. Penelitian ini menyimpulkan bahwa perdes merupakan langkah progresif, tetapi efektivitasnya memerlukan penguatan melalui sosialisasi berbasis kultural, keterlibatan remaja sebagai agen perubahan, dan integrasi dengan program pemberdayaan ekonomi keluarga.
