This research aims to determine the financial management of the Village-Owned Enterprise (BUMDes) Tinarangen in Niampak Village, South Beo District, Talaud Islands Regency. The research method used is qualitative with descriptive analysis. Data collection techniques are observation, interviews, and documentation. The data sources in this research are primary and secondary data. This research is guided by Government Regulation No. 11 of 2021 concerning Village-Owned Enterprises, wich seen from the process of planning, implementation, and accountability. The result of the research show that (1) Planning at BUMDes Tinarangen is discussed and agreed upon during village meetings; (2) Implemetation of BUMDes Tinarangen are carried out by the operational executor, where the in recording records BUMDes Treasurer only records cash expenditures in the daily cash book, while cash income are not recorded. The financial reports are prepared by the BUMDes supervisor due to the Treasurer's limitations in preparing financial reports; (3) The accountability of BUMDes Tinarangen, since it started operating until now has only been to the BUMDes Supervisor and is only verbal accountability.
This study addresses a highly relevant and critical topic concerning the financial management of Village-Owned Enterprises (BUMDes), particularly in the context of recent regulatory updates outlined in Government Regulation Number 11 of 2021. The focus on a specific case study in Niampak Village offers valuable insights into the practical challenges and operational realities faced by these community-led economic initiatives in remote regions like the Talaud Islands. By aiming to determine the effectiveness of financial management practices against established governmental guidelines, the research contributes to understanding the implementation gaps that can hinder the sustainable development and accountability of BUMDes. Employing a qualitative research method with a descriptive analysis, the study utilizes observation, interviews, and documentation to gather primary and secondary data. This approach is well-suited for an in-depth examination of a single BUMDes's operations. The findings systematically dissect financial management into planning, implementation, and accountability, revealing significant areas of concern. While planning appears to involve community consensus, the implementation phase highlights critical deficiencies, notably the BUMDes Treasurer's failure to record cash income and the reliance on the BUMDes supervisor for financial report preparation due to the Treasurer's limitations. Furthermore, accountability mechanisms are shown to be weak, consisting solely of verbal reports to the supervisor without broader oversight or formal documentation since operations began. The research effectively pinpoints concrete operational weaknesses that undermine the financial integrity and transparency of BUMDes Tinarangen, offering clear implications for similar village enterprises. The detailed enumeration of issues, particularly in income recording and accountability, serves as a strong foundation for targeted interventions. While the single-case study design limits broad generalization, it offers rich, context-specific data that is invaluable for local policy-makers and BUMDes development agencies. Future research could explore the root causes of these limitations more deeply, such as the training and support systems available to BUMDes personnel, and suggest actionable strategies for capacity building and regulatory enforcement to ensure BUMDes operate efficiently and transparently in line with Government Regulation No. 11 of 2021.
