Abstract

Pembangunan pusat kegiatan primer di wilayah perkotaan akan mengubah struktur ruang kota, mempengaruhi pola perjalanan, dan berdampak pada jaringan jalan di kawasan tersebut. Pembangunan pusat kegiatan di ruas jalan provinsi akan meningkatkan pergerakan lalu lintas, baik dari dalam maupun luar kota, sehingga membebani jaringan jalan nasional di perkotaan. Penelitian ini bertujuan untuk mengidentifikasi jaringan jalan sekitar lokasi pembangunan pasar melalui Analisis Dampak Lalu Lintas (Andalalin), yang menganalisis pengaruh pengembangan tata guna lahan terhadap sistem pergerakan lalu lintas. Penelitian ini menggunakan metode observasi manual untuk mencatat volume kendaraan dan mengukur geometrik jalan. Analisis dilakukan dengan metode analisis tundaan dan derajat kejenuhan Manual Kapasitas Jalan Indonesia 1997 (MKJI 1997). Hasil menunjukkan derajat kejenuhan eksisting di Jalan Windusari – Siladu sebesar 0,21 dan di Jalan Windusari – Temanggung sebesar 0,14. Prediksi operasional tahun 2028 menunjukkan derajat kejenuhan Jalan Windusari – Siladu sebesar 0,35 dan Jalan Windusari – Temanggung sebesar 0,31. Kinerja Simpang Payaman – Genito – Temanggung mengalami tundaan 7,97 detik dengan derajat kejenuhan 0,37. Hasil tundaan di Simpang Bandongan – Payaman – Genito adalah 10,01 detik dengan derajat kejenuhan 0,56. Untuk prediksi tahun 2028, tundaan di Simpang Payaman – Genito – Temanggung diperkirakan menjadi 13,97 detik dengan derajat kejenuhan 0,83. Simpang Bandongan – Payaman – Genito menunjukan tundaan 16,92 detik dan derajat kejenuhan 0,95.

By employing a Traffic Impact Analysis (Andalalin), the research aims to provide crucial insights into the interplay between land-use development and traffic movement, offering valuable data for local authorities tasked with infrastructure planning and traffic management in the vicinity of such developments. The methodology utilized involves practical manual observation to collect vehicle volume data and measure road geometrics, which are then analyzed using the well-regarded Manual Kapasitas Jalan Indonesia 1997 (MKJI 1997) to calculate delay and degree of saturation (DoS). The findings indicate that while existing traffic conditions on the analyzed road segments and intersections are currently manageable (DoS generally below 0.6 and moderate delays), the projections for 2028 paint a concerning picture. Specifically, the Simpang Payaman – Genito – Temanggung is predicted to experience a DoS of 0.83, and more critically, the Simpang Bandongan – Payaman – Genito is projected to reach a highly saturated DoS of 0.95 with increased delays, signifying severe congestion if no interventions are made. The study effectively highlights the potential for significant traffic deterioration due to the market's development. The projected DoS values, especially the 0.95 at a key intersection, serve as a strong warning signal for planners and policymakers, indicating that the current road infrastructure will likely be insufficient to cope with future demand. While the abstract provides a clear quantitative assessment of the problem, a brief mention of potential mitigation strategies or policy implications would enhance its completeness. Nevertheless, this research provides a robust foundation for subsequent detailed planning, urging the consideration of road capacity enhancements, traffic management schemes, or demand-side measures to ensure sustainable urban development around the new Windusari Market.
